The Office of Strategic Capital provides direct loans ranging from $10 million to $150 million to U.S.-domiciled public and private companies for constructing, expanding, or modernizing manufacturing facilities in 31 covered technology categories defined by Section 903 of the FY24 NDAA, including microelectronics manufacturing equipment, advanced manufacturing, synthetic biology, battery storage, and hydrogen generation and storage. Loans feature fixed interest rates comparable to U.S. Treasury rates of similar maturity plus a risk premium, sculpted repayment profiles matching borrowers' cash flows, long terms based on asset life, and deferred payments during grace periods; they support capital expenditures on property, plant, and equipment and can combine with private equity or other funding. OSC also delivers fund-level leverage up to $175 million per fund through the Small Business Investment Company Critical Technologies (SBICCT) Initiative in partnership with the Small Business Administration for early-stage investments in the Department of Defense's 14 critical technology areas. Eligible borrowers demonstrate creditworthiness and project viability for supply chain technologies enabling national security capabilities, with applications processed in phases including due diligence and OMB approval. Established on December 1, 2022, by Secretary of Defense Lloyd J. Austin III under the Office of the Under Secretary of War for Research and Engineering, OSC was initially directed by Dr. Jason Rathje (PhD Stanford in strategy and policy, MS aerospace engineering MIT, ex-director and co-founder of AFVentures) and is currently directed by Mr. David Lorch (ex-managing director at Cerberus Capital Management). The office is located at 3030 Defense Pentagon, Washington, DC 20301-3030.
